There are big regional differences. There are differences by city. And there is the serious problem of stupid city/county leadership and city councils with harangues constantly from people that are generally classist and uncaring about anything but themselves. Some go to the opposite extreme so that police respond by simply not reporting petty (and sometimes not so petty) crimes in order to make the city council happy.
